WASHINGTON - Three changes to the retention program are set to take effect Oct. 1 as they seek to streamline aspects of the enlistment process and give soldiers more flexibility before their terms of service expire.

A change to the career status program, formerly known as the Unlimited Reenlistment Program, an adjustment to the Reenlistment Window of Opportunity, or ROV, and one of the expansions will begin in fiscal year 2022, said Sgt. Maj. Tobei J. Whitney, Senior Career Advisor.

"These changes are designed to increase predictability for Soldiers and their families while reducing confusion within organizations," Whitney said.

Soldiers in the rank of E-6 and above with 10 or more years of active duty will now be eligible for the career status program, reducing that to 12 years of service in exchange, Whitney said.

"In the data we collected, we found that it takes a staff sergeant with more than 10 years of service at least twice to retire," Whitney said. "It doesn't seem like a logical solution to keep the troops inside."

The CSP update will not change any voluntary separation policies, which allow soldiers to request a release or enter the program between careers, he added.

Under the CIP, soldiers can serve up to three years while receiving benefits and part pay, G-1 officials said earlier this year.

"We want to make sure that eligible Soldiers understand their eligibility for the career status program," Whitney said. "If soldiers can re-enlist for an indefinite period of service, they can leave and continue their careers."

The ROV policy change will give Soldiers 12 months before ETS to consider their reenlistment options and make a final decision, Whitney said.

"The ROV is currently 15 months, but we are changing it to 12 for two main reasons," he said. "First, it's easy for Soldiers, leaders and families to understand when they are 365 days out of their ETS."

The ROV extension change will increase the minimum length from 12 to 18 months, Whitney said.
